2011 Tournament Rules & Information

1) TEAMS ARE RESPONSIBLE FOR BRINGING TWO (2) BALLS TO EACH GAME.

2) RULES WILL CONFORM TO THE LITTLE LEAGUE PLAYING RULES, UNLESS DEFINED DIFFERENTLY WITHIN THIS DOCUMENT.

3) 10 year old players can pitch a maximum of 75 pitches in a game. Below are the guidelines regarding the number of pitches and the associated rest requirements:

Any pitcher who delivers 41 or more pitches in a game CANNOT play the position of catcher on that calendar day. Each team should nominate a pitch counter. The pitch counters shall confer every half inning and immediately resolve any discrepancies. Players may not return as pitchers, once they have been removed from the mound

4) ROSTER SIZE LIMITED TO 14 PLAYERS.

5) BATTING IS CONTINUOUS.

6) EACH PLAYER MUST PLAY FOR AT LEAST 6 CONSECUTIVE DEFENSIVE OUTS.

7) A TEAM MAY START AND PLAY A GAME WITH 8 PLAYERS; IN THIS SITUATION, THE 9TH POSITION IN THE ORDER IS AN AUTOMATIC OUT.

8) UNLIMITED STEALING IS ALLOWED. PLAYERS MUST SLIDE TO AVOID A COLLISION OR WILL BE DECLARED OUT AFTER ONE TEAM WARNING. PLAYER MUST SLIDE FEET FACE UNLESS GOING BACK TO A BASE.

9) SLASH BUNTING WILL NOT BE ALLOWED. ANY BATTER WHO ATTEMPTS IN ANY WAY TO SLASH BUNT WILL BE OUT. ANY RUNNERS WHO ADVANCE ON THE PLAY WILL BE RETURNED TO THE BASE THEY OCCUPIED PRIOR TO THE SLASH BUNT ATTEMPT.

10) NO MORE THAN ONE (1) MANAGER AND TWO (2) COACHES SHALL OCCUPY THE BENCH OR DUGOUT AREA. TEAMS MUST HAVE ONE ADULT IN THE DUGOUT AT ALL TIMES.

11) THE UMPIRE MAKES FINAL DETERMINATION ON ALL RULES. ALL PROTESTS WILL BE DECIDED ON THE FIELD.

12) IN THE EVENT A GAME IS TIED AT THE END OF REGULATION INNINGS, THERE WILL BE 1 EXTRA INNING PLAYED. IF THE SCORE IS STILL TIED AT THE END OF THIS INNING IT WILL BE REFLECTED AS A TIE IN THE STANDINGS. THIS IS ONLY IN EFFECT FOR POOL PLAY. PLAYOFF GAMES WILL CONTINUE UNTIL THERE IS A VICTOR.

13) GAMES HALTED DUE TO INCLEMENT WEATHER OR DARKNESS SHALL BE RESUMED FROM THE EXACT POINT THEY WERE HALTED IN THE ORIGINAL GAME.

14) MANAGERS ARE REQUIRED TO REPORT THE SCORES OF GAMES TO THE SNACK SHED OPERATOR.

15) TEAMS ARE REQUIRED TO CLEAN THEIR BENCHES AND RAKE THE FIELD UPON THE CONCLUSION OF THEIR GAME.

16) THE MERCY RULE WILL BE IN EFFECT. IF AFTER 4 INNINGS (3 AND ONE HALF IF THE HOME TEAM IS AHEAD) ONE TEAM HAS A LEAD OF 10 RUNS OR MORE, THE MANAGER OF THE TEAM THAT IS BEHIND SHALL CONCEDE THE VICTORY.

18) POSTPONEMENTS OF GAMES WILL BE POSTED ON THE TOURNAMENT WEBSITE.

19) ZERO TOLERANCE. INAPPROPRIATE BEHAVIOR BY MANAGERS, PLAYERS, COACHES OR FANS, WILL NOT BE TOLERATED. UPON THE FIRST WARNING, THE VIOLATING PARTY WILL BE ASKED TO LEAVE THE PLAYING FIELD OR PARK BY EITHER THE UMPIRE IN CHARGE OR A LEAGUE OFFICIAL. FAILURE TO DO SO WILL RESULT IN FORFEIT FOR THEIR TEAM.

20) ALL INFO PERTAINING TO THE TOURNAMENT WILL BE POSTED ON THE TOURNAMENT WEBSITE.

SEEDING AND PLAYOFFS

A. TWO DIVISION FORMAT; EIGHT TEAMS IN EACH DIVISION.

B. BLIND DRAW WILL DETERMINE SCHEDULE AND DIVISION. TWO POINTS FOR A WIN AND ONE POINT FOR A TIE.

C. AFTER 4 GAMES HAVE BEEN PLAYED, THE TOP 3 IN EACH DIVISION ADVANCE TO PLAYOFFS AND SEED #4 AND SEED #5 WILL HAVE A PLAY IN GAME TO DETERMINE THE FOURTH TEAM.

D. TIE BREAKER IS FIRST HEAD TO HEAD PLAY, THEN RUNS ALLOWED TO INNINGS RATIO. IF THREE OR MORE TEAMS ARE TIED AND HAVE EQUAL HEAD TO HEAD RECORDS THEN RUNS ALLOWED TO INNINGS RATIO DETERMINES ADVANCEMENT AND SEEDING IN THE SECOND ROUND. IF THE ABOVE FAILS TO BREAK A TIE, THEN A COIN FLIP WILL DETERMINE SEEDING AND ADVANCEMENT.

E. IN THE FIRST ROUND, THE HIGHEST SEED IN POOL “A “ PLAYS THE LOWEST SEED IN POOL “B” AND THE SAME METHODOLOGY IS FOLLOWED FOR EACH OF THE MATCHUPS IN THIS ROUND. HIGHER SEEDED TEAMS CHOOSE WHETHER THEY ARE THE HOME OR AWAY TEAM.

F. IN THE SECOND ROUND, THE REMAINING TEAMS ARE RESEEDED AND THE HIGHEST SEED PLAYS THE LOWEST SEED AND THE SECOND HIGHEST SEED PLAYS THE THIRD HIGHEST SEED. HIGHEST SEEDED TEAM CHOOSES TO BE THE HOME OR AWAY TEAM.

G. THE REMAINING TWO TEAMS MEET IN THE FINALS. THE HIGHEST SEEDED TEAM CHOOSES HOME OR AWAY.
